Visa Changes in Social Care: Another Blow to a Sector That Deserves Better

That’s why we felt it important to speak openly about the recent changes to the UK’s Health and Care Worker visa, changes that, frankly, are frustrating for providers like us who strive to provide safe, effective, caring, responsive, and well-led services.
A Crackdown on Visa's & Overseas Applications
Earlier this year, the UK government announced a major policy shift: the Health and Care Worker visa route has been closed to most out-of-country applications for care workers and home carers. In simple terms, this means that providers can no longer routinely recruit frontline care workers from abroad unless they are a CQC-registered provider (like us), and even then, under far stricter conditions.
The official reasoning? Widespread abuse and exploitation.
And while it’s right that exploitation should be rooted out and we fully support tighter regulations where they are genuinely needed, the impact of this blanket change is yet another example of how the entire social care sector is punished for the poor practices of a few.

Abuse of the System Has Ruined It for Everyone
There’s no denying it: some operators have misused the visa route - offering false promises to overseas workers, underpaying them, or placing them in unsafe situations. This kind of practice is both unethical and shameful, and it tarnishes the entire sector.
But here’s the truth the headlines often miss: many of us have done things properly. Many of us like 3 Trees, have invested time, money, and care into recruiting international staff responsibly, supporting them to settle, thrive, and deliver truly person-centred care. We’ve welcomed people into our teams, helped people build new lives, and watched people flourish and our service users have benefited from that care.
So yes, it stings to see yet another policy written with the worst actors in mind, leaving the rest of us to pick up the pieces.
The Ongoing Staffing Crisis Just Got Worse
Social care has faced challenges with recruiting and retaining staff for many years, and the situation has only become more difficult in recent times. Rising living costs, workforce shortages following Brexit, and the ongoing stigma attached to care work as a career have all added to the pressure. For many providers, overseas recruitment (when done responsibly) offered a lifeline, helping to maintain continuity of care for the people who rely on us most.
This latest change? It removes that lifeline.
And once again, it leaves dedicated care providers like us scrambling to fill rotas in a way that meets our standards of safety, quality, and consistency.
No More Dependants for Care Workers
As part of the same visa rule changes, care workers and home carers can no longer bring dependants (partners or children) to the UK. That’s not only disheartening for applicants, it's also likely to deter talented individuals from applying at all. After all, few people are willing to move thousands of miles away without the support of their loved ones.
This may achieve the Home Office’s goal of reducing migration numbers, but it does so at the cost of further weakening an already overstretched workforce.

Thankfully, at 3 Trees, we are a CQC registered provider, known for our commitment to excellence and integrity. We continue to receive glowing reports, and we remain committed to improving, adapting, and striving for 'Outstanding' - even in the face of policies that make it harder, not easier, to do the right thing.
We’re still eligible to sponsor overseas workers under the updated rules, and we’ll continue to do so with care, transparency, and full compliance. Our history and reputation should, we hope, stand us in good stead during this more heavily regulated chapter.

Final Thoughts: Don’t Let the Few Define the Many
This change is a stark reminder of how the actions of a few can cast a shadow over an entire sector. Social care deserves better, not just in policy, but in respect, funding, and future vision. It deserves support, not suspicion.
